This stele from the Acropolis announces three decrees of the Ekklesia of the Demos, the Assembly of the Citizens. Here Athens grants privileges to the citizens of Samos, an island of the east Aegean. Among the privileges it decreed was the right to Athenian citizenship, the highest possible honor to be given to a foreigner. The Athenians made the decisions at the end of the Peloponnesian War and after their defeat by Sparta in 405 BC when Samos was one of the few allied cities that remained loyal.
