In democratic Athens, the citizenry essentially equated with government. The Assembly of Citizens or the Ekklesia of the Demos as it was known, voted on the laws and issued decrees on matters relating to the state's activities on both small and large issues. The most important of these were carved onto stone slabs or stelai. This inscription was erected on the Acropolis and recorded three decrees that granted privileges to Samos, an east Aegean island. Samos had remained loyal to Athens after Athens’ defeat in the war with Sparta in 405 BC.
