In democratic Athens, the citizenry essentially equated with government. The Assembly of Citizens known in ancient times as the Ekklesia of the Demos voted on small and large issues. The most important of these were carved onto stone slabs or stelai. This particular inscription was placed on the Acropolis and recorded three decrees that granted privileges to Samos, an east Aegean island. Samos had remained loyal to Athens after Athens’ defeat in the war with Sparta in 405 BC.
