Decrees were the decisions made by the vote of an assembly of a representative number of citizens known as the Ekklesia of the Demos, the Assembly of Citizens, and the dominant political structure of democratic Athens. The texts of the most important decisions were carved on stone steles that were erected in public places. This particular stele includes three decrees that provide privileges to the island of Samos for remaining loyal to Athens when other allied cities deserted after Athens’ defeat in the war with Sparta. Amongst the privileges was the bestowal of the entitlement to Athenian citizenship to the Samians, the greatest honor that could be given to foreigners.
