Decrees were the decisions made by the vote of the Assembly of Citizens, known as the Ekklesia of the Demos, which was the dominant political structure of democratic Athens. The most important decisions were inscribed on stone steles that were erected in public places. This particular stele includes three decrees that provide privileges to the island of Samos for remaining loyal to Athens when other allied cities deserted her, after Athens’ defeat in the war against Sparta in 405 BC. Amongst the privileges was the bestowal of the entitlement to Athenian citizenship to the Samians, the greatest honor that could be given to foreigners.
